Importer of Record (IOR) Meaning & Duties

An importer of record (IOR) is the person or company legally responsible for bringing goods into a country. They make sure the paperwork is correct, required fees and taxes are paid, and the shipment follows local rules. If something goes wrong (like missing documents or wrong values), they’re usually the first one customs will contact.

When an importer of record is used

You typically need one whenever goods cross an international border for business. This is especially useful if the buyer can’t (or doesn’t want to) be the legal party on the entry documents. It can also help when you’re new to importing and want a clear owner of compliance tasks.

This role is not a “free pass” for risky declarations. Using one doesn’t remove your responsibility to provide accurate product and invoice details. If you’re sending products to multiple markets, it also helps to keep responsibilities clear: who signs, who pays, and who answers questions.
