An Exporter of Record (EOR) is the legal party named on export paperwork in the origin country. They make sure the goods can legally leave, and they’re accountable if the documents or declarations are wrong.
When is EOR used?
EOR is used when the seller isn’t registered locally, doesn’t know the local export rules, or needs a compliant name on the export declaration. In practice, this person or company prepares key documents (like commercial invoices and packing details), checks if permits or licenses are required, and keeps records in case authorities ask later. If something goes sideways like missing permits, incorrect values, or restricted items, the Exporter of Record is the one expected to answer for it.
